I have always been under the impression that any river in california is permitted to be navigated legally as long as you are below the high water mark. I am planning a kayaking trip down the san joaquin river. however, i have heard two recent reports that land owners along the lower river have kicked kayakers off for trespassing. They claim that the river water is being diverted from its natural path into the flood ways on their property. please help me answer this question....is it legal to navigate (kayak) the river through this stretch? please provide as much legal sources as possible. thanks!
