Why is my Old English Sheepdog killing her puppies?

You must separate them and start bottle feeding around the clock. Take them all to the vets (including mom) to be checked out. If you don't already have one, you will need a heat lamp to keep them warm. The whelping box must be at 80 degrees F until their eyes and ears open. All the surviving pups will need to be fed every two hours and be encouraged to eliminate by wiping their bottoms with a warm washcloth. You will also need to burp them after feeding my massaging their spines to get the air out of their bellies. She clearly is NOT a wonderful mother or you would not be in this mess. Make sure this is her last litter. She clearly does not have the right temperament to be a brood bit** and there is no point in passing those genes along to another generation.
