RAZOR BURN!! Please help!?

Whenever I shave my bikini area I get tons of red dots which I am assuming is razor burn. I don't know how to get rid of them! I have tried using shaving cream, shaving in the direction the hair grows and taking hot showers to soften the hair. NOTHING HAS WORKED. I havent shaved there for a few days, but I am going swimming tomorrow so I will need to. What should I do to quickly get rid of the bumps, and what should I do so I don't get bumps?! Help please!! :/
