Electric shavers- I need help!!!?

I'm looking to buy an electric shaver for my boyfriend. He uses disposable razors, and only uses water when he shaves. He does have some small bumps on his chin and neck that may be from the razors hes using. I want to buy him something nice, and I have no idea if I should use a rotary one or a foil one, let along what brand. Please help! thank you!
