How to rid razor bumps and burns?

I started shaving in my legs in the ninth grade. Unfortunately for me I was not taught how to property do this. So since then, I'm 28 now, I've had these permanent razor bumps covering my legs. Does anyone know of any solutions to clearing this up? Are these permanent scars since i've waited so long to find a solution? I have nice toned legs, but if I could just rid these bumps I wouldn't be so self conscious.
