Can shaving over bumps from razor burn in the nether region make it almost rash-like?

I'm female and have a new girlfriend. Needless to say, sex is a new thing between us and I can't be "stubbly" so I need a way to be bump-free an hair free. Cheap too. I had razor bumps but shaved again, but it's almost rash-like in the front and hurts even to walk. I need a remedy for that and for hair removal please
